Why is the 1937 Ford Flathead considered a transition engine?

For 1937 Ford moved the water pumps from the cylinder heads to the front of the block while keeping 21 studs and the extended bellhousing. Steve treats it as the last first-generation year and the first with block-mounted pumps, making it another one-year-only engine.
