Why do some 1938–1948 Ford Flathead blocks have thin factory cylinder sleeves?

Ford installed thin factory sleeves in many 1938–1948 engines so they could be replaced in the field, even with the engine in the car. A rebuilder could reinstall sleeves for standard pistons or remove them and bore the block for oversized pistons.
