Why does a .125 overbore bring the cylinder too close to the head's water hole?

Ed shows that the original heads have a water hole beside the cylinder. Boring the block over moves the cylinder closer to that hole; he points to about .060 on one side and a little over .050 on another, and the original head still has its big matching hole.
