Does the French Flathead block have provisions for anti-chatter rods?
No. Steve points out there is no hole for anti-chatter rods and guesses the truck application did not need them; some builders putting these blocks in early Ford cars drill and machine for them. Ed explains that the rods run back to the frame on both sides so the engine does not move forward on its rubber mounts when the clutch pedal is pushed.
