What are performance modifications to a Flathead really trying to change?

Steve says the modifications are mostly about increasing torque and deciding where peak torque falls in the RPM range: low for a truck or farm equipment, as high as possible for a race car. He repeats a saying that torque determines whether you get up the hill and horsepower determines how fast.
