Why is there an idler pulley on the supercharger belt?

Barry notices the idler, and Joe confirms it is there to get a good wrap of the belt around the pulley. The original setup had the idler on a spring-loaded arm. The engine in Joe's car still has that stock spring-loaded idler, but on that engine the belt does not drive the water pumps, so it is a different setup.
