Is it safer to make power with compression or with boost on a supercharged Flathead?

Joe says you can make more horsepower more safely with lower compression and more boost. There is a trade-off between compression ratio and boost, and the best combination depends on the horsepower you want and the fuel you are willing to run. He says his first book covers this.
