How does Ed run a three-carburetor Flathead on just the center carburetor?

Ed put fuel in the center carburetor only and closed the throttles on the two end carburetors as far as he could. They still pull a couple of inches of vacuum, which he says could only be reduced by machining the throttle blades. Set up that way the engine runs perfectly and shows 60 pounds of oil pressure. He did nothing to the ignition or timing, only the carburetors and the oil filter.
