Could the bottom stud on a 21-stud Flathead be replaced by two studs?

Steve says nothing prevents it technically, apart from cost, but the heads would need the same change and the result would be a 24-stud engine, which is what Ford did. He shows a 24-stud head: in place of one stud at six o'clock it has one at about 5:30 and one at 6:30. A 21-stud has five studs along the bottom and a 24-stud has eight.
