Could a spacer plate and longer sleeves add displacement to a 21-stud Flathead?

In principle yes, Steve says: a spacer on the deck with sleeves extended up into it, plus a different crank and rods, would increase displacement, and the valves could probably stay where they are. He calls it expensive, complicated and not the most efficient route, and sees sealing both the water side and the combustion side as the main difficulty.
