Can connecting rods damaged by a spun bearing be reconditioned?

Sometimes. Ed says these rods, worn about 2 thousandths, can be saved by grinding the caps, lowering the cap and redoing the big end. He describes another customer's set where only one rod was good and the rest were spun too badly to recondition, so that owner needs seven more.
