Is the cylinder head different on Ed's one-year 1938 Flathead?

Ed says it is a 21-stud head on a 221 cubic inch engine, but the water pumps are in the block and not in the head, which he calls the only year Ford did that. The water outlets are the same, in the middle of the head like a 1948.
