Why do ARDUN heads use only 20 of the block's 24 head studs?

Four stud positions on each side are given up. The area that used to be the intake port is where the push rods now come up, and room is needed there to run the intake port in the head, so those studs cannot be used. The holes are plugged, not just left empty, because they open into the water jacket.
