What do you do when head bolts break off in a Flathead block?

Ed broke off 21 head bolts taking this engine apart, half of them. He says there is not much you can do while the heads are still on. Afterward the broken bolts were dug out, the holes were repaired with Heli-Coils and straightened up, and the block was bored and sleeved back to standard.
