Has anyone put a windage tray in an early Flathead oil pan before?

Yes. Steve says Dan Soliv, a builder in Texas, built a French Flathead a couple of years ago and put a baffle in an earlier oil pan, and that is where Steve's idea really came from. Dan had a template, but he was moving his shop at the time and they never connected, so Steve started from scratch.
