What condition was this 1938 Flathead in when it came to Ed?

The crank was .020 and .020 under, and the rod bearings and main bearings were bad. The block was 60 over. Ed sums it up as a 21-stud 1938 motor of 221 cubic inches, which Barry calls rare.
